El Bay Runway, la pista de despegue y aterrizaje m\u00e1s importante  del John F. Kennedy International Airport (JFK) de Nueva York,  necesitaba un saneamiento. Los responsables buscaban el m\u00e9todo \u00f3ptimo  para la mejora o incluso restauraci\u00f3n de la pista. Los retrasos en los  vuelos a causa de un cierre completo del Bay Runway tendr\u00edan un efecto  potencial en los planes de vuelo de todo el mundo, puesto que el  movimiento anual del JFK es de 48 millones de pasajeros y de 440.000  vuelos, y a lo largo de la pr\u00f3xima d\u00e9cada estos n\u00fameros aumentar\u00e1n un 20  por ciento. Aproximadamente un tercio del tr\u00e1fico a\u00e9reo anual, entre  ellos m\u00e1s de la mitad de todos los despegues, se desarrolla en el Bay  Runway.
